While Hamas expressed support for the framework, it reiterated demands for a permanent ceasefire, Israeli troop withdrawal from Gaza, and restoration of critical infrastructure. The group also called for unrestricted travel at the Rafah crossing and permission for building materials to rebuild hospitals and schools. Hamas insists the deal must guarantee an end to hostilities and enable sustained humanitarian relief.
Israel, which had agreed to the outline, rejected Hamas’ terms. Prime Minister Benjamin Netanyahu reiterated Israel’s commitment to defeating Hamas and securing the release of all hostages. Hamas has proposed the release of 10 living and 18 deceased hostages in exchange for Palestinian prisoners, contingent on phased releases and increased aid access.
